Republican John Welch won in a landslide in this special election held the day before the 2001 General Assembly session convened. The special election was to fill the vacancy caused when Frank Wagner resigned his House of Delegates seat in order to become a state senator. Edward Schrock resigned from the State Senate after his election to the U.S. Congress in November 2000.
